Measures the availability and accessibility of disclosures essential for accountability in public office. Indicators:
- Political Transparency (T-Index) A composite indicator derived from the T-Index assessing the availability of financial disclosures and conflict of interest disclosures of public officials
- Political Finance Transparency Index This indicator measures the overall transparency of political finance in a country. It combines the scores for de jure (legal framework) and de facto (implementation in practice) political finance transparency.
- De Jure Political Finance Transparency Index This indicator measures a country’s de jure political finance transparency, i.e. the strength and scope of its legal framework. Each country’s score is expressed as a percentage of the maximum possible score in political finance transparency (its level of fulfilment of all relevant criteria).
- De Facto Political Finance Transparency Index This indicator measures a country’s de facto political finance transparency, i.e. how transparently the rules are applied and enforced in practice. Each country’s score is expressed as a percentage of the maximum possible score in political finance transparency (its level of fulfilment of all relevant criteria in practice).
- Lobby Transparency Index This indicator measures the overall transparency of lobbying in a country. The Lobby Transparency Index aggregates seven subindicators—one de jure and six de facto—that assess the online availability of information on contacts between decision-makers and lobbyists. Each country’s total score is expressed as a percentage of the maximum possible lobby transparency score (its level of fulfilment of all relevant criteria).
- De Facto Lobby Transparency Index This indicator is the sum of scores granted in the de facto lobby transparency subindicators. It captures how much information on lobbying contacts is actually published and accessible in practice. The score is expressed as a percentage of the maximum possible lobby transparency score (its level of fulfilment of all relevant criteria).
- De Jure Lobby Transparency Index This indicator reflects the extent and strength of legal provisions requiring disclosure of information on lobbying contacts. The score is binary and indicates whether there is a law mandating a lobbying register.
Assesses both the legislative framework and factual conditions that affect government transparency. Indicators:
- Total Score for De Facto Transparency This indicator captures the existence of online portals to access relevant government information. It evaluates 14 categories, ranging from supreme court rulings, government expenditures and registers of commerce to procurement information, mining concessions and financial disclosure of politicians. Each country’s score is expressed as a percentage of the total possible score in the T-index.
- Transparency Index (Total Score) The T-Index provides a score that measures the real (de facto) and legal (de jure) transparency of governments. It evaluates the availability, accessibility, and comprehensiveness of key public information required to deter corruption.
